The CNC involves the Regions

The study about the funding of film productions, done by CNC following the request from the Cultural Ministry, reveals some secrets. According to the French weekly “Ecran Total”, which has managed to get it’s hands on 30 pages of the confidential document, the paper shows an increase in the number of French feature films but their budgets have dropped and it puts forward a number of technical proposals to reform the system. The first idea is to consider changing the areas of responsibility of SOFICA (the society which finances the cinema and audio visual industry) which funded 59 films in 2001, for a total investment of Euro 24.7 million; scrapping the ceiling of the whole figure, directing new funds towards an independent production and set the financial advantages in proportion to the risks. In addition, examining the possibility of increasing help for productions, the workgroup created by CNC, predicts a rise in the contributions from the video sector (which is taking off thanks to DVD) as support. In conclusion, the relationship underlines the hope of further involving the French Regions in the funding of feature films, because since May 3, 2002 the territorial communities have finally been allowed to invest in cinema. The Ministry of Culture now has to start work to find solutions for state funding.
