- Gallic film industry reacts to the findings of the Leclerc Report into French film industry funding
France’s leading film industry organisations are sceptical about the findings contained in the Leclerc Report into the Funding of French Cinema. Although they agreed with his analysis of the threats to the film industry and are ready to implement some of Leclerc’s recommendations, Gallic operators were quick to point out the Report’s weak points.
ARP (Writers, Directors, Producers) was one of the first organisations to congratulate Leclerc for his daring financial proposals. However the organisation criticised the lack of a global overview of the entire film industry. ARP also drew attention to the fact that Leclerc’s suggestions regard just the production sector and called for futher analysis to include distribution and exhibition, especially in light of the forthcoming re-positioning of the French system.
SACD (Writers and Composers’ Society) were unhappy with the accusations that the Report levied at artists (writers, directors and actors), blaming them for inflating film production costs with their salary rises. SACD is also suspicious about the idea to create an Observatory for production managed by experts which “would does not foresee the participation of artists in this all-important analysis of the future”.
BLIC’s producers, distributors and exhibitors gave the Report a thumbs up, especially with regards to the proposal to limit access by TV channels to support funds.
