Parliament to vote Creative Europe on Tuesday

The parliamentary plenary session starting on Monday, November 18, marks the end of Creative Europe negotiations. The new framework programme for the cultural and audiovisual sector is expected to be discussed on Monday and voted on Tuesday.

By voting the Parliament will close the first reading procedure, meaning that Creative Europe will be adopted. The procedure has been much simplified by the Treaty of Lisbon, which has given to the Parliament the possibilities to adopt programmes and decisions for the cultural and audiovisual sector by simple majority. The target was to accelerate negotiations. Unfortunately, because of the difficult negotiation of the 2014-2020 multiannual financial framework, which is obviously tightly linked to the adoption of a new programme, Creative Europe has also been delayed in spite of everything.

Creative Europe will be the first EU single framework programme for both the cultural and the audio-visual sector. With a final budget of 1.462 billion euros, Creative Europe will also launch a new financial facility, functioning like a guarantee for private financial institutions, in order to ease the access to finance of the cultural and audio-visual professionals.
