Commission launches the first call for proposal under Creative Europe

The European Commission has launched the first call for proposals under Creative Europe. Four out of the twelve calls of the Media sub-programme were published. The four calls aim at supporting project development, television programming, distribution and film festivals.

The support for development, now including videogames, is intended for single projects or slate funding (3 to 5 projects) of features, animations and creative documentaries meant for cinema release, television or digital platform exploitation. The minimum length varies according to the selected distribution platform.

The most important award criteria are: the project’s European added value and the potential transnational circulation.

The prerequisite for eligibility for television programmes is to ensure an independent production and the participation of at least three broadcasting companies from several Member States. The projects cannot last more than 30 or 42 months – the latter in case of series, and 50% of the funds must be provided by a private source.

A support for transnational distribution – the “Cinema selective” scheme, is also provided for all movies mainly produced in Media countries with a copyright established not before 2011. As geographical balance and the increase of non-national distribution are key priorities of Creative Europe, the participation of the 5 major European producer countries (England, France, Germany, Italy and Spain) to this action is restricted or excluded.

The last call for proposal concerns film festivals, perceived as another important tool to enhance non-national films distribution. That is the reason why not only must the eligible festival get 70% of its movies from Media countries, but also make sure that 50% of the scheduled films are non-national, with at least 15 countries represented. Festivals have then to establish a two-year partnership with the Media sub-programme through a contract known as the Framework Partnership Agreement.

The first deadlines are February 28, and on March for videogames and slate funding. Another eight call for proposal will be launched late December concerning coproduction, audience development, distribution and market access support. Mundus countries can take part to the programme, as Media Mundus has been integrated in creative Europe.
