Towards a prohibition of private copying

At the end of November 2006, a bill on the remuneration for private copying is expected to be adopted by the European Commission.

The EICTA, who represent the interests of audiovisual manufacturers for the general public and telecom operators (Alcatel, Philips, Nokia, Sony), are trying to prove that payment for private copying is causing imbalances within the European market.

On October 17, 2006 creators, actors and producers expressed their discontent about such issues as paying for private copying and more generally protecting their rights, which led them to establish the CULTURE D’ABORD association.

According to CULTURE D’ABORD, total sums collected in the European Union from private copying amounted to €560m in 2005. The whole industry is benefiting from the system. According to the association, the phasing out or freezing of remuneration for private copying would have serious consequences for European culture.
