New training system

Until now, if an audiovisual company, institution or educational centre wanted to offer a training scheme and receive funding from the MEDIA Programme, it had to submit a funding application every year. Many of these costly training programmes are dependent upon such subsidies, and so the necessity of repeating the application process every year leads to uncertainty and prevents establishments from making medium or long-term plans.

Having realised that this posed a problem for many applicants, the MEDIA Programme has introduced a new alternative within its funding programme for training, enabling companies to sign a partnership agreement, the Framework Partnership Agreement (FPA), with the Education Audiovisual and Culture Executive Agency (EACEA) for a period of four years. However, those who don’t want to or cannot commit to such a long period of time may continue to apply for the usual annual contract.

The annual budget for both systems is approximately €6m. Funding is intended for specialised professional training centres, film and television schools, production and distribution companies and other professional organisations within the sector, that organise training activities for audiovisual professionals centred on new technologies, audiovisual production and management, and screenwriting techniques.

Every year a notification will be published that, every four years, will include the possibility of opting for the FPA. The first notification for the new system will be presented on May 13. From then on, the MEDIA Programme has four years in which to evaluate the success of the new measure, before announcing the next FPA invitation in 2012.
