Under the rules dating from 2001, a project must be deemed to be a cultural product; producers must be free to spend at least 20% of a film’s budget in other Member States; a Member State can finance up to 50% of a film's budget, with some exceptions if a film is considered "difficult" or is made on a low budget; and no new funds are to be authorised for film production other than those heretofore available.
