2008 CCA report marks start of Delcor’s mandate

The report presented on March 31 (see news) was also the first by Frédéric Delcor, the new Secretary General of the French Community of Belgium and Director of the Film and Audiovisual Centre.

He stated his intention to fight with commitment and determination to guarantee the succession of Henry Ingberg, who left a strong mark on recent Belgian film history. He also underlined the importance for the Film and Audiovisual Centre (CCA) to act as a guarantor of diversity, whether it be in terms of format or genre.

Among the 13 points laid out before a crowded audience of Belgian professionals, Delcor emphasised the CCA’s role as a financial contributor to majority Francophone productions: on average, this represents 27% of the budgets, and is, moreover, a lever for obtaining other funding, in Belgium and abroad.

The flip side of the coin is that the number of funding applications has risen considerably, and despite the increased budget the selection rate is continually decreasing. This may have consequences for the production of shorts and documentaries, and the new director added that it was essential to ensure that the necessary balance between shorts, features and documentaries was respected.

Another issue discussed was the strong representation of Belgian films among the projects supported by Eurimages, which could be in jeopardy. It is therefore necessary to maintain this position which reflects the dynamism of Belgian co-productions. Delcor also repeated the CCA’s desire to develop bilateral co-production agreements with new territories.

In conclusion, Delcor emphasised the importance of the system of consultation with professionals, and the need to include television networks in the discussions about the circulation and promotion of films. This collaboration should make it possible to enrich the rather stereotyped image that Belgian audiences have of Belgian Francophone cinema. Delcor believes that 2009 will be the year in which the CCA realises its new ambitions.
