Screen Ireland, the Emerald Isle’s audiovisual agency, has announced some important details regarding its new Production Continuation Fund, announced earlier this summer. The €5 million effort is included in the stimulus package approved by the Minister for Media, Tourism, Arts, Culture, Sport and the Gaeltacht, Catherine Martin TD, as part of a range of arts and culture support for the sector.

In detail, the Production Continuation Fund will help cover costs incurred where production must be halted as a result of an incident related to COVID-19, in circumstances not covered by any other insurance. The maximum amount available to any one production is €500,000. Therefore, the number of productions eligible for the Production Continuation Fund at any one time is ten. A production will only be considered eligible for support from the date it receives a certificate of eligibility up to the end of principal photography. There will be an excess of 1% applicable to any claim, and only one claim may be made per production.

Irish film and television production was allowed to resume on 29 June, in accordance with the government’s Roadmap to Reopening Society. Back in June, a €1 million COVID-19 Production Fund was established by the agency to partially offset additional production costs associated with implementing the new guidelines. In order to provide further support, Screen Skills Ireland, the skills development unit within the body, is currently providing free online training courses on implementing the guidelines.

The main goals of the Production Continuation Fund are to minimise the risk associated with costs, to enable independent productions to resume activities as safely as possible, as well as to support Ireland’s creative talent workforce while the industry recovers and adapts to the impact of coronavirus.

Meanwhile, the body has announced further investments in television production and talent development. An additional €900,000 have been awarded across five television drama projects, creating new employment opportunities for the sector. Projects in receipt of funding include Glorious Heresies (staged by The Film Workshop), Hidden Assets (a Soho Moon production), Kin (produced by Metropolitan), Grace (produced by Subotica) and The Dry (staged by Element Pictures). These projects will film on location in Galway, Cork, Clare and Limerick and will continue into early 2021.

Furthermore, €600,000 will be invested in a new National Talent Development Academy for drama and scripted production, based outside of the Dublin/Wicklow region. Details for this new initiative will be announced shortly, with Screen Ireland providing oversight. Finally, the agency will provide an additional €1 million in funding for a number of joint-development initiatives spanning comedy, young people’s drama programming, Irish-language television drama and a diverse range of short films with Irish broadcasters, including RTÉ, Virgin Media Television and TG4.
