First announced last summer, the 30% cash rebate for international productions shooting in Poland has now been made official, as the country's president, Andrzej Duda, signed the bill, previously approved by the Polish Parliament, last Thursday. It is expected that it will take effect in early 2019.

The 30% cash rebate is intended for qualifying Polish expenses, and international producers with feature-film, animation, documentary and TV series projects are required to work with a local partner – be it a co-producer, the Polish branch of an international company, or a service provider. The minimum spend, which is still to be defined by the Ministry of Culture and National Heritage, is likely to be different in each case.

The rebate is capped at €3 million per project and €4.7 million per applicant per year, a cultural test applies, and the annual budget for the rebate is €47.6 million. At least 10% of the budget is intended for animation projects. The incentives are managed by the Polish Film Institute (PFI).

When applying for a cash rebate in Poland, producers are required to have at least 75% of the project financing confirmed, and only costs incurred after the date of application are eligible for the refund. The application has to be made at the earliest six months before and at the latest two months before the project begins. The PFI will take up to 28 calendar days to assess an application. 

The cash rebate scheme will be promoted worldwide by the Film Commission Poland, which has been operating within the structure of the PFI since autumn 2018.
